I had a barcode tattoo done a couple years back on the back of my neck but the guy done a rubbish job. I'm gonna have it removed and redone but I want to find out if there's any other alternatives around. I want it to stay black so scarification is out. I was thinking of looking for some sort of insert just under the first layer of skin that's flexible, can keep the lines looking straight and fresh but I have no idea what the feasibility of it would be. Any ideas and help would be greatly appreciated.

There is no such thing as an insert or implant to keep tattoos new looking. Barcodes have to be done huge for the lines to not look like a mess in a couple of years. They do not make good tattoos, and you will probably end up not liking the new one after it's a couple of years old.

Barcodes have to be done huge for the lines to not look like a mess in a couple of years.
And you can design your own barcode using a third party Barcode plugin which empowers users with the ability to include an image viewer and pre-processing capabilities such as deskew, despeckle, and annotations alongside barcode reading & writing functionalities.
Even though I only tried its free trial package and didnĀ“t check the cost and licensing conditions, it works well.
You can pick one you indeed need if necessary.
