I've never heard of it not being?? I know some states have iffy areas with the legality of scar work but I've never heard of anywhere getting in trouble for scarrification?

Which state are you in? Best to consult a pro, but I'd assume scarring your wrists with writing would be difficult because it would need to be quite small and shallow, (i guess that also depends on the style of how the artist cuts?) also because I'd guess it to be a high movement area so there's be a chance for it to blow out.
Do you have other scars? How does your body heal up?

For the record I have skin peelings, cuttings and brandings. Some made in Australia by local and some by international artists, and some made overseas.
