I've had my tongue pierced for about 2 years now & something I've noticed about my tongue ring that differs from my fiance's tongue ring is evertime I take my piercing out, the bottom ball (the one under my tongue) is always covered in white stuff. It's almost like paint, it chips right off when you scrape at it. It's gross, yes but wtf is it? It's clearly not infected. I've had it for 2 years, no bumps, sores or anything. Perfectly clean hole just has white stuff on the ball?

Yep, it's just plaque build-up. You can help keep it to a minimum by brushing the jewelry gently with your toothbrush during tooth brushing. :)
